This is called Keldeo if you don't know who Keldeo is I suggest you go on Google.
I did both the plan and this in 1 day, this is probably one of my quickest drawings which only took like 2-3 hours. (ONLY because I did the background before I did the drawing, it saved alot of time)
Programs:
PaintTool sai (lineart, colour and shading)
SumoPaint (background and spacing)
Paint.NET (Putting the picture and the background together making it 1 picture)
